Ceramic heaters do not actually remove moisture from the air, but they make a room feel drier. Heating the air raises its capacity to hold water, so the relative humidity drops even though the amount of moisture is unchanged. Lower relative humidity is what people notice as dry skin, lips, or throat.
Why does a ceramic heater make the air feel dry?

Look for automatic tip-over and overheat cutoffs on any electric heater you leave running near people or pets. Tip-over protection shuts the unit off the instant it is knocked over. Overheat protection cuts power if the internal temperature climbs too high. These are baseline safety features, not premium extras.
Is an electric ceramic heater energy efficient to run?
Every electric resistance heater converts close to 100% of its electricity into heat. So a ceramic heater is about as energy efficient as any other electric portable heater at the same wattage. The savings come from zone heating a small room instead of the whole house, not from the element itself.
