Not really. Misting and personal air coolers cool the person, not the whole room. They rely on evaporation to chill the air in front of them and the skin nearby, but they do not remove heat from the space the way an air conditioner does — and in a closed room they add humidity, which can make it feel warmer.
How do personal air coolers actually cool you?
Personal air coolers and misting fans use evaporation: they pass air over water or spray a fine mist, and as those droplets evaporate they pull heat from the air right around you. The effect is strongest within a short distance of the device, aimed directly at your body.
This is genuine cooling, but it is local and small in scale. It chills the pocket of air near you rather than the whole space, which is why standing close to one feels refreshing while the far side of the room stays exactly as warm as before.
Evaporative cooling and water tank basics
Inside, a small pump or wick pulls water from a tank across a cooling pad or a set of mist nozzles. Some models, including compact units from Evapolar, also accept ice in the water tank for a stronger, if shorter-lasting, chilling effect.
Why do they not lower the room temperature?
Unlike an air conditioner, a personal or misting cooler does not remove heat from the room and send it outside. It only shifts heat into evaporating water that stays in the space, so the room's total heat load is unchanged and a thermometer across the room barely moves.
An air conditioner works because it exhausts heat outdoors; an evaporative personal cooler has no such outlet. That is the core reason it cannot reset a room's indoor climate.

A personal cooler's CFM airflow rating is modest compared with a real air conditioner, since it's designed to move a narrow stream of cooled air toward you, not condition a whole small room. Oscillation widens that stream slightly, but the cooling effect still fades fast with distance.

These devices work best in a hot, dry climate, where the added moisture is welcome and evaporation happens fast. In a humid climate, the air is already near saturated, so water struggles to evaporate and the cooling effect drops off noticeably.

Energy efficient running cost
A personal air cooler draws very little power compared with an air conditioner, often under 30 watts, so it's an energy efficient way to take the edge off heat at a desk or bedside without much added to your kWh bill.
That low running cost is the real trade-off against real room cooling: cheap and personal, not powerful and whole-room. Used outdoors or beside an open window on a hot, dry day, a misting fan can still make a real difference to how comfortable a person feels right where they sit.
